The direct answer
No. Both can result in no GST/HST being charged to the customer, but they are different categories. Zero-rated supplies are taxable at 0%; exempt supplies generally do not support input tax credits for related purchases. Classification affects more than the invoice. A business with a mixture of supplies may need to allocate expenses and recoverable tax.
Classify the supply, not the business name
Two businesses in the same industry can supply different things with different GST/HST treatment. Describe each service or product, who buys it and the relevant terms. A receipt showing no tax does not tell you whether the supply is zero-rated, exempt or simply invoiced incorrectly. The distinction can matter for registration and input tax credits.
Keep mixed activities visible
If the business has more than one revenue stream, track them separately in the books. Give the preparer examples of contracts and invoices for each type. Do not apply a single tax label to every sale because one service qualifies for an exemption. Costs shared across activities may also need a careful review of use.
What to gather before the review
- Descriptions of each service or product
- Sample contracts and invoices
- Revenue and expense breakdowns by activity
Does “no HST charged” mean the same thing in every case?
No. Zero-rated and exempt supplies have different consequences. Confirm the classification and related credit treatment instead of using the absence of tax on an invoice as the conclusion.
Your next step
List each service or product you sell instead of treating every receipt as one tax category.
