Income earned before Canadian tax residency can be relevant to benefit and credit calculations even when it is not taxed in Canada as ordinary worldwide income for that pre-residency period. The purpose of the question and the period requested matter.

Separate tax reporting from benefit information

CRA's newcomer guidance explains that eligible newcomers may apply for certain benefits before filing their first Canadian return. Applications and the first return can ask for income information covering different periods and, where relevant, a spouse's income.

For the resident part of the year, worldwide income generally needs reporting. The non-resident portion follows different Canadian-source rules. Do not put all pre-arrival foreign income into a taxable-income line merely because a benefit form requests it.

Use a timeline for each adult

For example, spouses may arrive on different dates and earn income in different countries before joining one household in Canada. A single annual total can hide the distinction between pre-residency information and income taxable during residency.

Prepare the newcomer file

  • Dates residency began for you and your spouse.
  • Income by person, country, and relevant period.
  • Immigration and family documents requested by the application.
  • Currency-conversion records and benefits already received.

Ask your preparer which figures are used for income tax and which support benefit calculations. Keep copies of applications so later returns use consistent information. If the original application used an estimate, identify it and review whether an update is needed. Never substitute zero merely because no Canadian tax slip exists for foreign earnings.
